M4eanwhile, it will be interesting to see what will come forth from Dubuque.By the way, how can a small school like Dubuque generate "$100 million or more to the local economy" as Bullock said? And Dubuque is unwilling to proceed if it means debt, which leads to only a few alternatives, since there is very little left to mortgage on campus.
